Rule
34-Appointment of Officials
a)
The commissioner appoints the officials for each game, one or two
referees, 2 linesmen, timekeeper, scorer, 2 goal judges and video
goal judge.
b)
The commissioner forwards a list of all officials to the teams in
the league.
Rule
35-Referee
a)
The referee has full control of the game and all officials. In the
case of a dispute his ruling is final. He will remain on the ice
at the end of the period until all players have left the ice.
b)
All on ice officials will dress in black pants and black and white
stripped shirts and have approved whistles, tape measure and stick
measuring device.
c)
The referee(s) will make sure the clubs are on the ice for the start
of the game and for the beginning of each period. If there is more
than a 15 minute delay in starting a game or an undue delay in beginning
a period, the referee will fill out a report detailing what the
reason for the delay was.
d)
The referee sees to it that all players are properly dressed and
that the on ice branded exposure program is in use during the game.
e)
The referee sees to it that all on and off ice officials are in
there proper places before beginning the game, and that the timing
and signalling devices are working properly.
f)
The referee calls the penalties and may confer with the linesmen,
goal judges and video goal judge before making his call.
g)
The referee advises the scorer if a goal scored is legal. The official
scorer will confer with the video goal judge to confirm the goal
and the assists. If the goal light goes on and a goal is not allowed,
the referee will have announced the reason for the goal being disallowed
at the first stoppage in play after the light went on.
h)
The referee will ensure that players are separated while in the
penalty box.
i)
The referee will not call off sides or icings.
k)
If the referee is injured or for any reason has to leave the ice
and cannot perform his job, the game will be stopped. If the referees
and linesmen cannot make the game for any reason, the managers and/or
coaches from each club will decide on a referee and linesmen. If
they can't agree, they will appoint one player from each team to
act as officials. The home club will have the capacity of referee.
l)
If the officials show up later, they will immediately replace the
temporary officials.
m)
If a linesman cannot perform at the last minute, or be unable to
finish the game, the referee will appoint another linesmen if he
feels it necessary, or if required to do so by the manager or coach
of either of the two teams.
n)
If a referee is injured or cannot perform his duties then the remaining
referee in a two referee game, or a linesman will assume the role
of the referee. If an NHL supervisor is present at the game he may
assign the referee duties to a spare official if one is present.
o)
The referee will verify all rosters and players in uniform before
signing the game sheet.
p)
The referee will report to the commissioner when one of the following
occurs: A stick or part of it is thrown outside the playing area;
An obscene gesture is made by a member of either team or any official
which he sees, or is told about. Any player, coach, trainer or team
executive who becomes involved in an altercation with a spectator.
Every infraction resulting in a major penalty or major and game
misconduct. If a club fails to comply with the league constitution
and by-laws the referee, if directed to do so by the commissioner,
will not let the game proceed until the offending team complies.
If the offending team still does not comply, the referee, at the
direction of the commissioner forfeit the game to the non offending
club. In the event that both teams will not comply, the game will
be forfeited and the visiting club will be declared the winner.
If the game is forfeited prior to the game starting, the game will
be scored 1-0 and no player will be credited with any personal statistics.
Should the game be forfeited after it starts the score will be recorded
as 1-0 for the winning team unless the non offending team had more
than 1 goal, in which case the total number of goals scored will
be recorded as their score. In any event the offending team will
be given a score of 0. Players on both teams will be credited with
their personal statistics up until the time of the forfeit.
r)
In a dispute regarding the timing of the expiration of penalties,
the final decision will rest with the referee and he may use the
video goal judge for assistance.
Rule
36-Linesman
a)
The linesman will stop play when:
There
was a premature substitution for a goalie
A player has sustained a serious injury that has gone undetected
by the referee(s)
A player prematurely entering the face off circle
When the puck has been deliberately passed to a teammate using his
hand in a zone other than the defensive zone.
When the puck has been touched by a stick when the stick is above
the shoulder level
Icing the puck
Interference with spectators
Offsides occurring at the blue line or red line
The puck going out of bounds or being unplayable
When a goal is scored and goes unnoticed by the referee
When the puck is interfered with by and ineligible player or person
The calling of a penalty shot for throwing the stick
The
linesman can also stop play and tell the referee what happened when;
There
was too many men on the ice
Articles have been thrown on the ice from the players bench or penalty
box
Team personnel interfere with the officials
A player receives an illegal stick from the players bench or penalty
box.
At
a stoppage in play the linesman will report any circumstances relating
to:
Match penalties for deliberately attempting to injure a player
Bench minor penalties for unsportsmanlike conduct Misconducts, game
misconducts and gross misconducts.
b)
The linesman will conduct all face offs except at the beginning
of each period and after a goal.
c)The
linesman will advise the referee of his impression of any incident
that may have occurred.
Rule
37-Goal Judge
a)
There is a goal judge at each end, behind the net. They cannot be
a member of any team, nor can they be replaced once the game starts
unless it is decided by the referee that they are not giving impartial
decisions. The referee can appoint an alternative goal judge.
b)
They will not change ends during the game.
c)
In order for a goal to count the puck must have passed between the
goal posts and entirely over the goal line.
Rule
38- Penalty Timekeeper
a)
The penalty timekeeper will keep records on the official forms.
He will record all penalties, the names of the players, the infraction,
the length of the penalty and the time of the penalty. He will also
keep the records on any penalty shots awarded including the name
of the player taking the shot, the outcome and he will also record
any stick measurements taken by the referee.
b)
The penalty timekeeper also makes sure all players serve the correct
amount of time in the penalty box and post all time information
on the score board. He will also inform the referee if there are
any discrepancies between the official score clock and his records.
In the event there are discrepancies, the referee will order the
timekeeper to make the necessary changes. If a player asks, the
timekeeper will give the player information on the expiry of the
penalty. Note: Visiting teams will have their penalties announced
first if coincident penalties are handed out by the referee.
c)
At the end of the game the penalty timekeeper will sign 4 copies
of the penalty record and give a copy as quickly as possible to:
The Official Scorer for transmission to the League Visiting coach
or manager Home coach or manager Home team public relations department
The penalty timekeeper will have the stick measurement device within
his control during the game.
Rule
39-Official Scorer
a)
Before a game starts the official scorer will receive the list of
all eligible players from the manager or coach of both teams. He
will then personally or through the referee give each coach or manager
the list of eligible players from the other team. Each coach or
manager indicates on the player list via a "C" and "A"
the names of the captain and alternates and at the end of the game
the referee will sign the Referee's Report.
b)
The official scorer will record all goals scored, the scorers, players
who assisted on the goals, the time of entry into the game of a
substitute goalie and record via a notation on the Official Score
Sheet if a goal was scored while the goalie was not on the ice.
c)
The Official Scorer will award the points for goals and assists
and if necessary use the video goal judge to assist him. The scorer's
decision is final. The announcement for goals and assists will be
made twice over the public address system, as will any changes to
the awarding of a goal or assist. If a change in the awarding of
a goal or assist is necessary, the will only be considered if the
request is made before the end of the game by the team captain.
d)
At the end of the game the Official Scorer will sign 4 copies of
the Official Score Sheet and distribute it as follows:
One
copy to be transmitted to the League Commissioner.
One copy to the visiting coach or manager
One copy to the home coach or manager
One copy to the home team public relations departments.
e)
The Official Scorer also prepares the Official Report of Match to
be signed by the referee and then forwards it and the Official Score
Sheet, as well as the Penalty Record to the League Commissioner.
f)
The official scorer is usually not at ice level and has a communications
link to the public address announcer.
Rule
40-Game Timekeeper
a)
The Game Timekeeper records the time each period starts and stops.
During the game he will start the clock when the puck drops, and
stop the clock when the referees whistle blows or a goal is scored.
No time will be lost due to a false face off. The lost time will
be replaced and the game timekeeper may consult the video goal judge
for assistance.
b)
The Game Timekeeper will signal the referee and the teams for the
start of the game, and for each period. The referee will then start
the game as per Rule 90-Time of Match. The Game Timekeeper will
use the score board to indicate the amount of time left in the intermission.
He will not start the intermission clock until all players and the
officials have left the ice. The Game Timekeeper will give a 5,
2 and 1 minute warning before the start of each period.
c)
If an arena does not have an automatic signalling device, or if
the device is broken, the game timekeeper will use a whistle to
signal the end of the period.
d)
He will ensure that the "last minute of play" announcement
is made at the appropriate time. If there is a dispute about the
amount of time remaining, the referee will have the final say in
the dispute and may use the additional stop watch to help settle
the dispute. The game timekeeper and the television producer of
the originating broadcast must synchronize their timing devices.
The video goal judge may be used to assist in establishing the correct
time on the official score clock, as long as he can see the score
clock on the Video Goal Judge's monitors.
Rule
40A-Statistician
a)
There is a league statistician and assistants at each game.
b)
The statistician records all records kept by the league on the official
forms in the precise manner instructed, including totals where required.
c)
At the end of each game the statistician will sign and distribute
four copies of the Statistician's report as follows: One to the
Official Scorer for transmission to the League Commissioner. One
to the visiting coach or manager One to the home coach or manager
One to the home Team Public Relations Department.
